IRC R302.11Description
Concealed combustible spaces (between studs, in soffits, at pipe penetrations) must have fireblocking to prevent fire spread through cavities.
Why this exists
Fire travels through hidden cavities faster than through finished rooms; fireblocking compartmentalizes the cavities.
