Fixture clear-space overlap

Description

Where overlap is unavoidable, only the lavatory clear space may overlap with toilet or bidet clear space (not vice-versa).

Why this exists

Sinks are used briefly; tubs/showers/toilets are used longer. The asymmetry rule reduces collisions.
